Glenn: To avoid counting civilian deaths, Obama re-defined "militant" to mean "all military-age males in a strike zone"

I’ve written and said many times before that in American media discourse, the definition of “militant” is any human being whose life is extinguished when an American missile or bomb detonates (that term was even used when Anwar Awlaki’s 16-year-old American son, Abdulrahman, was killed by a U.S. drone in Yemen two weeks after a drone killed his father, even though nobody claims the teenager was anything but completely innocent: “Another U.S. Drone Strike Kills Militants in Yemen”).

This morning, the New York Times has a very lengthy and detailed article about President Obama’s counter-Terrorism policies based on interviews with “three dozen of his current and former advisers.” [...] The article explains that Obama’s rhetorical emphasis on avoiding civilian deaths “did not significantly change” the drone program, because Obama himself simply expanded the definition of a “militant” to ensure that it includes virtually everyone killed by his drone strikes. Just read this remarkable passage:

Mr. Obama embraced a disputed method for counting civilian casualties that did little to box him in. It in effect counts all military-age males in a strike zone as combatants, according to several administration officials, unless there is explicit intelligence posthumously proving them innocent.

Counterterrorism officials insist this approach is one of simple logic: people in an area of known terrorist activity, or found with a top Qaeda operative, are probably up to no good. “Al Qaeda is an insular, paranoid organization — innocent neighbors don’t hitchhike rides in the back of trucks headed for the border with guns and bombs,” said one official, who requested anonymity to speak about what is still a classified program.

This counting method may partly explain the official claims of extraordinarily low collateral deaths. In a speech last year Mr. Brennan, Mr. Obama’s trusted adviser, said that not a single noncombatant had been killed in a year of strikes. And in a recent interview, a senior administration official said that the number of civilians killed in drone strikes in Pakistan under Mr. Obama was in the “single digits” — and that independent counts of scores or hundreds of civilian deaths unwittingly draw on false propaganda claims by militants.

But in interviews, three former senior intelligence officials expressed disbelief that the number could be so low. The C.I.A. accounting has so troubled some administration officials outside the agency that they have brought their concerns to the White House. One called it “guilt by association” that has led to “deceptive” estimates of civilian casualties.

“It bothers me when they say there were seven guys, so they must all be militants,” the official said. “They count the corpses and they’re not really sure who they are.”

For the moment, leave the ethical issues to the side that arise from viewing “all military-age males in a strike zone as combatants”; that’s nothing less than sociopathic... [...] By “militant,” the Obama administration literally means nothing more than: any military-age male whom we kill, even when we know nothing else about them. They have no idea whether the person killed is really a militant: if they’re male and of a certain age they just call them one in order to whitewash their behavior and propagandize the citizenry (unless conclusive evidence somehow later emerges proving their innocence).

Chomsky: If the Obama administration decides they don't like somebody, they murder them

As the United States carries out another deadly drone strike in Yemen, Noam Chomsky compares the counterterrorism policies of the George W. Bush and Obama administrations. "If the Bush administration didn't like somebody, they'd kidnap them and send them to torture chambers," Chomsky says. "If the Obama administration decides they don't like somebody, they murder them." Chomsky also praises the whistleblowing activities of WikiLeaks, as well as the ongoing Latin American shift away from Washington's long-running political and economic dominance.

Bullshit being spread about Muslims

this kind of garbage really pisses me off... i have made some very, very special friends in afghanistan, devout muslims all, and the notion that devout muslims are "violent" is not only the height of misinformation, it's criminally wrong...

The FBI is teaching its counterterrorism agents that “main stream” [sic] American Muslims are likely to be terrorist sympathizers; that the Prophet Mohammed was a “cult leader”; and that the Islamic practice of giving charity is no more than a “funding mechanism for combat.”

At the Bureau’s training ground in Quantico, Virginia, agents are shown a chart contending that the more “devout” a Muslim, the more likely he is to be “violent.” Those destructive tendencies cannot be reversed, an FBI instructional presentation adds: “Any war against non-believers is justified” under Muslim law; a “moderating process cannot happen if the Koran continues to be regarded as the unalterable word of Allah.”

These are excerpts from dozens of pages of recent FBI training material on Islam that Danger Room has acquired. In them, the Constitutionally protected religious faith of millions of Americans is portrayed as an indicator of terrorist activity.

“There may not be a ‘radical’ threat as much as it is simply a normal assertion of the orthodox ideology,” one FBI presentation notes. “The strategic themes animating these Islamic values are not fringe; they are main stream.”

The FBI isn’t just treading on thin legal ice by portraying ordinary, observant Americans as terrorists-in-waiting, former counterterrorism agents say. It’s also playing into al-Qaida’s hands.

Focusing on the religious behavior of American citizens instead of proven indicators of criminal activity like stockpiling guns or using shady financing makes it more likely that the FBI will miss the real warning signs of terrorism. And depicting Islam as inseparable from political violence is exactly the narrative al-Qaida spins — as is the related idea that America and Islam are necessarily in conflict.

"focusing on the religious behavior of American citizens" not only "makes it more likely that the FBI will miss the real warning signs of terrorism," it also is just plain wrong... if they really wanted to teach those counterterrorism agents something worthwhile, they should make them read, study and discuss the koran, preferably with mainstream imams or mullahs who could explain what islam is really all about...

Blackwater assassinations in Pakistan - more change we can believe in

At a covert forward operating base run by the US Joint Special Operations Command (JSOC) in the Pakistani port city of Karachi, members of an elite division of Blackwater are at the center of a secret program in which they plan targeted assassinations of suspected Taliban and Al Qaeda operatives, "snatch and grabs" of high-value targets and other sensitive action inside and outside Pakistan, an investigation by The Nation has found. The Blackwater operatives also assist in gathering intelligence and help run a secret US military drone bombing campaign that runs parallel to the well-documented CIA predator strikes, according to a well-placed source within the US military intelligence apparatus.

The source, who has worked on covert US military programs for years, including in Afghanistan and Pakistan, has direct knowledge of Blackwater's involvement. He spoke to The Nation on condition of anonymity because the program is classified. The source said that the program is so "compartmentalized" that senior figures within the Obama administration and the US military chain of command may not be aware of its existence.

The previously unreported program, the military intelligence source said, is distinct from the CIA assassination program that the agency's director, Leon Panetta, announced he had canceled in June 2009. "This is a parallel operation to the CIA," said the source. "They are two separate beasts." The program puts Blackwater at the epicenter of a US military operation within the borders of a nation against which the United States has not declared war--knowledge that could further strain the already tense relations between the United States and Pakistan.

A former senior executive at Blackwater confirmed the military intelligence source's claim that the company is working in Pakistan for the CIA and JSOC, the premier counterterrorism and covert operations force within the military. He said that Blackwater is also working for the Pakistani government on a subcontract with an Islamabad-based security firm that puts US Blackwater operatives on the ground with Pakistani forces in counter-terrorism operations, including house raids and border interdictions, in the North-West Frontier Province and elsewhere in Pakistan. This arrangement, the former executive said, allows the Pakistani government to utilize former US Special Operations forces who now work for Blackwater while denying an official US military presence in the country. He also confirmed that Blackwater has a facility in Karachi and has personnel deployed elsewhere in Pakistan. The former executive spoke on condition of anonymity.

His account and that of the military intelligence source were borne out by a US military source who has knowledge of Special Forces actions in Pakistan and Afghanistan. When asked about Blackwater's covert work for JSOC in Pakistan, this source, who also asked for anonymity, told The Nation, "From my information that I have, that is absolutely correct," adding, "There's no question that's occurring."

"It wouldn't surprise me because we've outsourced nearly everything," said Col. Lawrence Wilkerson, who served as Secretary of State Colin Powell's chief of staff from 2002 to 2005, when told of Blackwater's role in Pakistan. Wilkerson said that during his time in the Bush administration, he saw the beginnings of Blackwater's involvement with the sensitive operations of the military and CIA. "Part of this, of course, is an attempt to get around the constraints the Congress has placed on DoD. If you don't have sufficient soldiers to do it, you hire civilians to do it. I mean, it's that simple. It would not surprise me."

Cheney Is Linked to C.I.A. Concealment of Terror Program

The Central Intelligence Agency withheld information about a
secret counterterrorism program from Congress for eight years
on direct orders from former Vice President Dick Cheney, the
agency's director, Leon E. Panetta, has told the Senate and
House intelligence committees, two people with direct
knowledge of the matter said Saturday.

The report that Mr. Cheney was behind the decision to conceal
the still-unidentified program from Congress deepened the
mystery surrounding it, suggesting that the Bush
administration had put a high priority on the program and its
secrecy.

Mr. Panetta, who ended the program when he first learned of
its existence from subordinates on June 23, briefed the two
intelligence committees about it in separate closed sessions
the next day.

the clever daily show line notwithstanding, most of us who have paid the slightest bit of attention in fact DO know dick and have essentially been saying this all along... nice to see it making headlines in the traditional media, however...
