Bolton traveled overseas widely during his tenure but often ignored a requirement that he seek "country clearance" from the U.S. Embassy involved, the officials said.
as one who has traveled to other countries on behalf of the u.s. government, coming in to a country as an official representative of the u.s. without notifying the appropriate u.s. embassy (which is essentially what "country clearance" amounts to) is a MAJOR no-no... the last thing an ambassador appreciates is hearing first from some official of the local government that somebody he didn't know about is kicking around town... to say that it makes the ambassador look like a fool is putting it mildly...
