The next World Bank president should be selected on competence and honesty?

ofercryinoutloud... picking somebody for a major global leadership position on the basis of skills, abilities and personal integrity...? puh-l-e-e-e-eeze...
As the White House asserted its claims on picking Wolfowitz's successor, ... aid groups and former bank officials demanded that the next president be selected not in deference to the Bush administration, but on professional merit.

The letter called for the traditional arrangement to be "abandoned and replaced with selection procedures that reflect two key principles: transparency of process, and competence of prospective leadership without regard to national origin."

are these poor, misguided individuals actually suggesting that the world bank be headed by someone who is dedicated to carrying out the bank's mission rather than pushing the agenda of his home country...? what are they smoking...?
